Ingredients
- 1.5 kg beef chuck, cut into large chunks
- 4 shallots, halved
- 4 cloves garlic, minced
- 3 tablespoons fish sauce
- 2 tablespoons sugar
- 2 star anise
- 1 teaspoon black pepper
- 2 tablespoons vegetable oil
- 1 cup water
- 2 bay leaves
Instructions

1Heat oil in a large pot over medium-high heat. Brown the beef chunks on all sides in batches, then set aside.

2In the same pot, caramelize the shallots until golden, about 5 minutes. Add minced garlic and stir for 1 minute.

3Return beef to the pot. Sprinkle sugar over the meat and stir constantly for 2-3 minutes to create a caramel coating.

4Add fish sauce, star anise, bay leaves, and black pepper. Stir well to combine.

5Pour in water and bring to a boil. Reduce heat to low, cover, and simmer for 60-75 minutes until beef is very tender, stirring occasionally.

6Adjust seasoning with additional fish sauce or sugar if needed. The sauce should be rich, glossy, and deeply brown.

7Serve hot over steamed jasmine rice with fresh herbs and pickled vegetables on the side.
